All I know is that things have not gotten any better and the health insurance industry is still rampaging through loopholes in the system. The system is as disorganized, expensive and Byzantine as ever. At this time of wage depression and unemployment, people cannot go to the doctor. People put off taking care of health problems early resulting in exponentially higher costs later. Incentives have not changed either.
